Solid frame with a strong lower half. Long arm swing and slot varied a touch with a lower three-quarter slot on the fastball and it raised just a touch on the breaking ball to a regular three-quarter slot. The fastball sat 84-86 mph and touched 87 on a brutally cold and windy night. The breaking ball was solid and showed the ability to throw it for strikes consistently. It sat 71-74 mph with a 76 mph outlier showing 11/5 shape and working best to the glove side. It backed up on him to the arm side a few times and did not have the downer bite that it had to the glove side. Philips is an intriguing uncommitted 2023 that coaches should get out and see this spring.

Listed at 6-foot-4, 210-pounds. Projectable frame with some present strength to it. Normal effort delivery, arm is short and stabs a bit on the backside, and shows some arm speed. Works from a three-quarter arm slot and the arm has some whip and deception through release. Two pitch mix and both pitches seemed to jump on hitters. The fastball sat 85-86 in the sixth inning, touching 88 once. In the seventh the fastball was 83-86 mph and showed the ability to throw it consistently for strikes. Threw a couple of breaking balls that had some late tight 12/6 shape and downer bite to them, drawing multiple swings and misses. Was very efficient around the zone, striking out three hitters in two innings while only throwing sixteen pitches. This is an arm that was 81 in September and that is around the time he started pitching. Low miles arm with high ceiling and feel for secondary early on.
